Put the car is reverse, go a slow jogging pace. Then rip up the handbrake quickly, if it's self "adjusting" it will go back on the cam a bit more and tighten up. Thats a quick fix but not the proper way. Used to work well on my Mazda after the cable stretched all the time.
I work at Toyota, and every car has an adjustment in the rear brake drum or back of brake disc, you will usually find the little gear that you use to adjust is behind a rubber grommet..
And usually found at the bottom..
I'll try get a picture while I'm at wrk

haha fanx brasher ive already tried that didnt work!! n KETO that will be a big help if u can!
KETO dont give people advise if you don't know what you are talking about.
The hand brake on S15s uses the calliper, they don't have a drum setup, so the adjustment is in the cables.

Have a look at the last page of my build thread. The part that would (I think) be relevant to you is at the handbrake lever. That's only if they are the same as s13s.
Ignore the part about adjusting at the rear brakes, as I have r33 brakes.
pull the hand brake up and down a few times so the self adjusting ratchet in the caliper is fully exstended.
Then pull the gearstick boot out/off and use a deep 10mm with a exstnition and adjust the 10mm on the hand brake a few turns then check the hand brake operation and maybe adjust it again.. its easy as to do due.
A lot of people pull the handbrake up a little to adjust the hand brake but this stretches the cables, that's why you should do it threw the gear stick boot area...
If your hand brake still dose not work, probably have very worn rear pads or/and stretched cables....

Tread carefully Lucas. The OP has asked for help with an S15, not a Toyota, Mitsubishi or Audi. I don't see how your EVO X video is going to help at all.
