There are rules for a reason in relation to modifying cars. I have a baby due in September and if he was woken up in the middle of the night because my next door neighbour has an overly loud exhaust I would get the shits. You say it's modding a car to your liking. I say it's keeping me awake at night.
My biggest issue is with people who modify their cars and don't know how to work on it properly. I've seen so many dodgy mods on cars that have then caused failures. I am all for making your car your own, but I think there aren't enough measures in place that ensure the mods done to cars are fitted in a way that ensures they are safe. If the police need to randomly check cars to ensure they are roadworthy I don't have an issue with that. Rules are there for a reason and they are generally for the good of the community. There are plenty of ADR approved exhaust systems and suspension modifications that can be fitted to cars. JASMA is a very important criteria for Japanese tuners. You don't have to look too far to find something that will actually still be road legal. Some of the cars I've seen on these stories are shitboxes that I wouldn't jump into the passenger seat. You can't expect to trust the driver if you don't trust the work carried out on the car.
I know I sound like an old fart, but your perspective changes when kids come along.
